I attach copy of news appearing in The Economic Times dated 15-03-2016 regarding abolishing practice of seeking signed copy of second appeals/complaints filed online, by new Chief Information Commissioner. However, I witness that still CIC is seeking signed copy for registration of online second appeals/complaints. In this reference please provide me following information:
3.1. Certified copy of press note issued by CIC leading to above news.

3.2. Certified photocopies of notification/circular issued by CIC abolishing signed copy requirement.

3.3 Reasons held on record for not uploading such important decision on website of CIC [section 4.1.d]

3.4 Reasons on record for CIC still insisting for signed copy [ for example in SA/UG/16/94919u7 dated 17-04-2016 which is held up for signed copy]

3.5 File notings photocopies of record leading to decision of abolishing requirement of signed copy.

4. Payment of filing fees: Rs.10 is paid by debit card
