Background: Hon’ble High Court of Delhi has remanded to CIC matter relating to whether Institute of Banking Personnel Selection [IBPS for brevity], IBPS House, 90 feet, D. P. Road, Near Thakur Polytechnic, Kandivali East, Mumbai-400101 is a public authority under RTI Act or not, as under:

A] CIC decision No. CIC/DS/A/2011/000802 dated 09-01-2012 by order dated 15-10-2014 in WP[C] 1384/2012-IBPS V/S CIC

B] CIC decision dated 13-01-2012 in appeals No. CIC/SM/A/2010/000873, CIC/SM/C/2009/000200,CIC/SM/C/2010/000655, 000903, 001190, 000897, 001192, 000921,CIC/SM/C/2011/ 000344, 000459, 000348, 000253, 000274, 000355, 001141,001123, 000566 through order dated 15-10-2014 in WP[C] 3658/2012-IBPS V/S CIC.

In this connection please provide me following information:

3.1 Date of receipt of copies of above judgements dated 15-10-2014 of Hon’ble High Court of Delhi and inward numbers.

3.2 Details of date-wise action taken by CIC on this issue and orders of Hon’ble High Court of Delhi.

3.3 Present status of compliance of court orders dated 15-10-2014

3.4 In case no action is taken as yet on orders of Court, reasons on record [section 4.1.d] with name and designation of officer of CIC responsible for non-compliance.

3.5 In case decision is taken by CIC, certified copy of decision in both cases.

3.6 Certified photocopies of file notings.

3.7 Procedure for a Indian citizen to be intervener in decision process of CIC on this issue.

3.8 Email ID and official mobile number of CPIO and FAA applicable to this RTI application.

6. This application is in larger public interest, since IBPS conducts recruitment tests for public sector banks, insurance companies and other public sector entities in financial sector. This is more so when huge recruitment scams are surfacing in India, depriving large number of deserving youths of career opportunities. Ineligible youths getting recruited due to lack of transparency and dispute about coverage in RTI Act. This affects functioning of governments and citizens suffer. As per website of IBPS in 2014-15 total 1.50 crore candidates appeared for recruitment exams conducted by IBPS.
